Planning a custom home in Camarillo
Camarillo’s useful early split is between the site-specific planning application and the engineering work on the land. Planning reviews architectural, landscape and development standards; Public Works publishes separate grading and land-development submission resources. A digital application does not settle those site questions.
KB Remodeling takes new-home inquiries from owners planning here. Share the lot and the project; KB reviews scope, licensing and location for each inquiry before suggesting a next step.
Planning sequence
01
Check the site-specific planning framework
Planning administers the General Plan, Specific Plans and zoning laws and reviews each residential development application against architectural, landscaping and development standards. Ask which current adopted documents apply while the General Plan update is in progress.

02
Separate house drawings from land-development work
Public Works lists grading, tract/parcel map and lot-line adjustment submission resources. Describe proposed excavation, fills, drainage and any boundary change to the appropriate reviewer; a new house does not automatically need every listed permit.

03
Agree the site reports before committing to earthwork
For a grading permit application, the City describes plans/specifications and supporting soils engineering and engineering geology reports. Ask the reviewer and qualified site professionals what current requirements fit your proposal; do not infer a safe foundation or a geology conclusion from an online map.

Use the current digital submission route
The Planning page announces digital plan submission through OpenGov beginning July 1, 2025. Assemble the applicable planning and engineering documents together and confirm the record type before submitting.

Finding the current official checklist
Use the City's permitting page for current digital requirements and ask for a fee estimate that shows the surcharges announced in 2025.
Owner evidence to gather first
- General Plan map lookup result
- Specific Plan name, if any
- Site plan showing street-side work
Camarillo: house permit vs site work
| Scope | Where to ask |
|---|---|
| House drawings | Community Development, online submittal |
| Grading and drainage | Public Works permits |
| Driveway or utility work in the street | Public Works encroachment permit |
Local issues and the budget lines they touch
| Local issue | Budget line it affects |
|---|---|
| Planning surcharges since July 2025 | Agency fee line based on a current City estimate |
| Public Works permits | Site, grading and encroachment lines |
No dollar amounts or local premiums are implied.
Cost drivers to confirm before pricing
| Issue | Fact that confirms it | Who answers | What a proposal should list |
|---|---|---|---|
| Specific Plan standards | Map lookup and staff confirmation | Planning staff and architect | Design compliance with the named plan |
| Right-of-way work | Public Works permit requirements | Civil engineer | Encroachment and utility connection as separate lines |
Hypothetical: owners replacing a house also want a wider driveway apron. They price the Public Works encroachment separately from the house contract.
What shapes the budget here
- Planning presentation, landscaping and site engineering shown as separate responsibilities
- Grading investigation, drainage and earthwork scope only after professional review
- Agency fees kept outside an assumed construction-only quote
These items affect cost; none is a price. See how to build a realistic budget: Custom home budget guide
Parcel questions to answer first
- Which adopted plan and zoning designation govern the parcel today?
- Does the proposed site work need grading review or another land-development application?
- Which site reports exist and who will confirm whether they answer the new proposal?
Gather before a first conversation
- Address or APN and recent site photos
- Survey, title report and prior permits if available
- Architect drawings, or a written list of rooms and priorities
- Target timing and how you plan to finance construction
