Planning a custom home in Duarte

Duarte’s official guidance separates the main building permit from associated systems and site work. That makes a replacement-house proposal a coordination task: identify the existing structure, demolition and new construction, then ask which separate reviews and permit records cover the rest. The City’s ADU program is a different project path, not a pre-approved main-house design.

KB Remodeling takes new-home inquiries from owners planning here. Share the lot and the project; KB reviews scope, licensing and location for each inquiry before suggesting a next step.

Planning sequence

  1. 01

Check zoning before completing the building set

Building & Safety directs owners to Planning for zoning compliance before building-related construction and plan submission. Bring the parcel record and a written replacement/new-house scope so Planning and Building review the same proposal.

  2. 02

Map the separate systems and site permits

The FAQ says a building permit does not cover associated plumbing, sewer, electrical, mechanical, drainage, grading or landscaping work and describes separate permits. Ask staff which records and other departments apply to the actual scope; this is not a fee or complete permit determination.

  3. 03

Confirm delivery and the correction process

The Building & Safety page describes detailed plan check for some plans and counter submission at Community Development. Confirm the current delivery route with the City before relying on that instruction; do not assume the ADU email route is available for a main-house construction set.

  4. 04

Keep standard ADU plans out of the main-house decision

The City’s pre-approved program is for Accessory Dwelling Units and says standard-plan modifications are not permitted for its expedited-review benefits. A custom main house is not one of those standard plans. Use a separate main-house scope and request its review requirements.

Local planning journey

Which planning question to resolve first here, and why it shapes the brief. Each answer comes from the cited City page or stays a question for staff.

  1. Question 1

Has Planning confirmed zoning compliance before plans?

Building & Safety (read October 13, 2026) tells owners to contact Planning on zoning before preparing plans; plan check services are provided under contract with Charles Abbott Associates.

  2. Question 2

Over the counter or detailed plan check?

Some plans can be approved over the counter; others need detailed plan check. A new house should expect to ask.

  3. Question 3

    What does demolition add?

Duarte runs a Construction & Demolition Deposit Program tied to CalGreen recycling; plan the deposit and diversion records.

Hypothetical scenario, not a KB project or approval

Hypothetical: owners replacing an older house budget the demolition but forget the C&D deposit and recycling records; adding them to the proposal avoids a late surprise.

What shapes the budget here

  • Demolition/new-house scope and associated systems listed separately
  • Site, drainage and landscape responsibilities explicit in proposals
  • Corrections and separate permit administration distinguished from quoted construction

These items affect cost; none is a price. See how to build a realistic budget: Custom home budget guide

05

Parcel questions to answer first

  • Which permit records cover the house, demolition, systems and site work?
  • Which Planning checks and other departmental reviews apply before the building set is final?
  • What is the current main-house submission route, separate from ADU instructions?
06

Gather before a first conversation

  • Address or APN and recent site photos
  • Survey, title report and prior permits if available
  • Architect drawings, or a written list of rooms and priorities
  • Target timing and how you plan to finance construction
