Planning a custom home in Irvine
In Irvine, plans for new residential construction are submitted online through Irvine Ready!, and applications for new development are routed to Planning, Public Works, waste-management review and the Orange County Fire Authority. Many residential areas, including some traditional single-family neighborhoods, are covered by a homeowners association.
KB Remodeling takes new-home inquiries from owners planning here. Share the lot and the project; KB reviews scope, licensing and location for each inquiry before suggesting a next step.
Planning sequence
01
Identify the homeowners association
The City publishes a map and list of Irvine HOAs and an Irvine Map Inquiry tool that looks up a parcel's zoning and HOA name. Ask the association about its own design approval before City submittal.

02
Expect review by several sections
The City routes new development to Planning (land use and development standards), Public Works, Community & Library Services (construction and demolition waste plans) and the Orange County Fire Authority. No permit is issued until all sections approve.

Local planning journey
Which planning question to resolve first here, and why it shapes the brief. Each answer comes from the cited City page or stays a question for staff.
Question 1
Which homeowners association governs the lot, and has it approved the design?
Irvine publishes a homeowners association directory alongside its permit pages; many Irvine tracts have association design rules separate from City review. Confirm the association before drawings.

Which departments will review a new house?
Building Plan Check (read October 13, 2026): new development is routed to Planning (land use and standards), Public Works and other sections in addition to code review; turnaround is defined in Informational Bulletin No. 279, not here.

Start from the Building Plan Check page, then open Irvine Ready! for the current residential submittal items.
Owner evidence to gather first
- Association name and current design guidelines
- Association approval letter
- Site plan for Public Works review
Irvine: two approvals, two owners
| Reviewer | What it covers |
|---|---|
| Homeowners association (where one exists) | Its own architectural rules; check the City's association directory |
| City Planning, Public Works and Plan Check | Land use, development standards, site work and building codes |

Local issues and the budget lines they touch
| Local issue | Budget line it affects |
|---|---|
| Association review | Design iterations before City submittal |
| Multi-department routing | Coordinated correction responses |
No dollar amounts or local premiums are implied.
Cost drivers to confirm before pricing
| Issue | Fact that confirms it | Who answers | What a proposal should list |
|---|---|---|---|
| Association design rules | Current guidelines and approval letter | Association and architect | Revisions for association comments |
| Public Works items | Public Works correction list | Civil engineer | Site and frontage work as its own line |
Hypothetical: owners in a master-planned Irvine village assume City approval covers everything. They first ask the association for its guidelines, then design to satisfy both.

Parcel questions to answer first
- Which homeowners association, if any, governs the lot, and what does it review?
- Do hillside or special development standards apply to this parcel?
- Which OCFA submittal criteria apply to the new house?
Gather before a first conversation
- Address or APN and recent site photos
- Survey, title report and prior permits if available
- Architect drawings, or a written list of rooms and priorities
- Target timing and how you plan to finance construction
