Planning a custom home in Torrance

Torrance's first fork is the Hillside and Local Coastal Overlay. Adopted in 1977 and since developed into a formal review and permitting process, it addresses view, light, air and privacy impacts on nearby properties. Outside the overlay, a new house follows the City's ordinary planning and plan-check path, so the parcel's zone decides how much design review to expect.

KB Remodeling takes new-home inquiries from owners planning here. Share the lot and the project; KB reviews scope, licensing and location for each inquiry before suggesting a next step.

Planning sequence

  1. 01

Check whether the parcel is in the overlay

The overlay page describes standards and review criteria for hillside and coastal development. Confirm the parcel's zone before massing a second story.

  2. 02

    Identify the Planning application

The Applications & Forms page lists Plot Plan Review, Precise Plan, Planning Commission Review and other entitlements, plus a Hillside Overlay and Local Coastal Zone packet and a Minor Hillside Exemption application (read October 13, 2026). Ask staff which one applies and whether hillside standards are changing.

Local planning journey

Which planning question to resolve first here, and why it shapes the brief. Each answer comes from the cited City page or stays a question for staff.

  1. Question 1

Is the parcel in the Hillside and Local Coastal Overlay?

The overlay (adopted 1977) adds review for view, light, air and privacy; it does not apply to every Torrance lot.

source: Torrance · Hillside and Local Coastal Overlay
  2. Question 2

    Which entitlement applies?

Applications & Forms lists Plot Plan Review, Precise Plan and Planning Commission Review; the page now also lists a Hillside Overlay and Local Coastal Zone packet and a Minor Hillside Exemption application (read October 13, 2026).

source: Torrance · Planning applications and forms
  3. Question 3

    Are hillside standards changing?

Ask staff which version of the standards will apply when you submit.

Finding the current official checklist

Confirm the parcel's zone, then use Applications & Forms for the current entitlement list.

Owner evidence to gather first

  • Zone confirmation (R-1 or overlay)
  • Neighbor view and privacy context photos, if overlay applies
  • Survey with existing heights

Hypothetical scenario, not a KB project or approval

Hypothetical: owners on a Torrance slope want a second story. Confirming the overlay applies, they budget view and privacy studies before committing to the roofline.

04

What shapes the budget here

  • View, light and privacy studies if the overlay applies
  • Design iterations for a discretionary decision
  • Separate site and grading lines on sloped lots

These items affect cost; none is a price. See how to build a realistic budget: Custom home budget guide

05

Parcel questions to answer first

  • Is the parcel inside the Hillside and Local Coastal Overlay?
  • Which entitlement applies to a new house on this lot?
  • Are hillside standards being revised, and which version will apply?
06

Gather before a first conversation

  • Address or APN and recent site photos
  • Survey, title report and prior permits if available
  • Architect drawings, or a written list of rooms and priorities
  • Target timing and how you plan to finance construction
