Planning a custom home in Arcadia

Arcadia has a feature few cities share: in five homeowners association areas recognized by City Council resolution, each association's Architectural Review Board holds design review authority. Whether a lot is inside one of those areas changes who reviews the house.

KB Remodeling takes new-home inquiries from owners planning here. Share the lot and the project; KB reviews scope, licensing and location for each inquiry before suggesting a next step.

Planning sequence

  1. 01

Check the homeowners association area map

The City says five homeowners associations are recognized by City Council resolution and each has an Architectural Review Board with design review authority over its area. The page links the area map, review packets and project notices.

  2. 02

Inside an association area: plan for ARB review

Resolution 7272 (adopted October 15, 2019) requires ARB approval before construction of new structures and other street-visible changes in those areas, applying the City's Single-Family Residential Design Guidelines. Confirm with Planning whether later amendments apply.

Official resource: Arcadia · Resolution No. 7272 (adopted Oct 15, 2019)

Applies to a specific area, zone or overlay · Passage checked · Effective or dated

  3. 03

    Design to neighborhood context

The resolution describes the Design Guidelines' objectives: designing within the established neighborhood context and relationship to the street, streetscape character, hillside visual quality and the impacts of new homes on neighbors' privacy and views.

Local planning journey

Which planning question to resolve first here, and why it shapes the brief. Each answer comes from the cited City page or stays a question for staff.

  1. Question 1

Is the lot inside one of the five association areas?

The City's Homeowners Associations page (read October 13, 2026) says each recognized association has an Architectural Review Board with design review authority over its area.

source: Arcadia · Homeowners Associations (HOAs)
  2. Question 2

If not, how does City single-family design review publish its decision?

The City's notices page lists single-family architectural design review notices of pending decision and decision, and association hearing decisions with an appeal period end date.

source: Arcadia · Project notices and decisions
  3. Question 3

Does the replacement need a Certificate of Demolition?

The same page offers a record search for Certificates of Demolition; ask Planning whether one applies before scheduling demolition.

Finding the current official checklist

Start with the Homeowners Associations page and its map, then the Development Site Management and Maintenance Policies document linked there for construction-site expectations.

Owner evidence to gather first

  • Map check: inside or outside an association area
  • Street elevations and neighboring rooflines
  • Demolition record search result

Hypothetical scenario, not a KB project or approval

Hypothetical: an owner near the Santa Anita foothills learns the lot is in an association area. The team presents massing to the ARB before engineering, and holds the demolition date until the appeal period on the decision has run.

04

What shapes the budget here

  • Architectural Review Board submittal rounds inside association areas
  • Design refinement for street relationship, privacy and views
  • Historic review where the property is a designated or potential resource

These items affect cost; none is a price. See how to build a realistic budget: Custom home budget guide

05

Parcel questions to answer first

  • Is the lot inside one of the five recognized association areas, and which one?
  • Does the City or the association's ARB review this new house, and in what order?
  • Is the existing structure a designated or potential historic resource?
06

Gather before a first conversation

  • Address or APN and recent site photos
  • Survey, title report and prior permits if available
  • Architect drawings, or a written list of rooms and priorities
  • Target timing and how you plan to finance construction
