Planning a custom home in Thousand Oaks

Thousand Oaks publishes a dedicated Precise Plan of Design application for new single-family detached dwellings, which considers planning, zoning and architectural issues. Applications go through the City's TO/24 online service, and a planner helps decide which applications apply.

KB Remodeling takes new-home inquiries from owners planning here. Share the lot and the project; KB reviews scope, licensing and location for each inquiry before suggesting a next step.

01

Planning sequence

  1. 01

    Talk to a planner first

The Planning Division's first step is to contact a planner to discuss the project and determine which applications to submit through TO/24.

  2. 02

Prepare the Precise Plan of Design package

The new-home instructions cite Municipal Code Section 9-4.1802 and list a recent title report, plot, elevation, floor, roof and grading plans, and a colors-and-materials sample board. The form is dated 2017; confirm current submittal details with Planning.

  3. 03

Get association approval first where it applies

If the tract has a homeowners association or CC&Rs requiring architectural review, the City encourages getting those approvals before applying, and states City approval does not guarantee CC&R compliance.

  4. 04

    Submit electronically through TO/24

The current Planning page says applications are submitted online through TO/24 as PDF files and paper documents are no longer accepted, which supersedes the older form's in-person instructions.

Who reviews a new home here

Thousand Oaks is an incorporated city in Ventura County.

City of Thousand Oaks — Community Development (Planning Division and Building), Ventura County.

A Thousand Oaks mailing address does not by itself place a parcel inside the City; confirm whether the City or Ventura County has jurisdiction before relying on these sources.

Local planning journey

Which planning question to resolve first here, and why it shapes the brief. Each answer comes from the cited City page or stays a question for staff.

  1. Question 1

Is the address inside the City of Thousand Oaks?

Some addresses described as "Westlake" are in Thousand Oaks and others in the separate City of Westlake Village or the County; the City's Planning page applies only inside City limits.

source: Thousand Oaks · Planning Division
  2. Question 2

What does the Precise Plan of Design package require?

The PPD instructions (read October 13, 2026) cite Municipal Code §9-4.1802 and say an incomplete package may be rejected at submittal; the City then has 30 days to determine completeness, and each resubmittal restarts that 30-day review. That is a completeness step, not a project duration.

  3. Question 3

    In person or TO/24?

The PPD handout says to submit in person at the Community Development counter, while the City also promotes the TO/24 portal. Confirm the current method before printing sets.

Download the current PPD instructions from the Planning page and confirm the submission method with the counter.

Owner evidence to gather first

  • Jurisdiction confirmation for the parcel
  • Association approval letter, where an association exists
  • Every item on the current PPD list

Hypothetical scenario, not a KB project or approval

Hypothetical: a buyer's listing says "Westlake." Before hiring a designer they confirm the parcel is inside Thousand Oaks, then budget for a PPD package rather than another city's process.

What shapes the budget here

  • Grading plans and design review where grading is involved
  • Colors-and-materials board and architectural drawings
  • Association architectural review rounds where CC&Rs apply

These items affect cost; none is a price. See how to build a realistic budget: Custom home budget guide

05

Parcel questions to answer first

  • Is the parcel inside the City of Thousand Oaks or in unincorporated Ventura County?
  • Does a Precise Plan of Design apply, or does the lot need a planned development or another discretionary permit?
  • Do protected trees or grading on the lot add separate applications?
06

Gather before a first conversation

  • Address or APN and recent site photos
  • Survey, title report and prior permits if available
  • Architect drawings, or a written list of rooms and priorities
  • Target timing and how you plan to finance construction
