City of Los Angeles permits
Los Angeles, Sherman Oaks, Encino, Studio City, Brentwood, Pacific Palisades and Venice are all reviewed by City of Los Angeles departments — there is no separate neighborhood permit office. City Planning handles zoning and overlays; the Department of Building and Safety (LADBS) handles plan check, permits and inspections.
Official starting points
ZIMAS for the parcel
City Planning's ZIMAS shows address-based zoning, overlay layers and permit history. Print it before any design conversation.
LADBS ADU guidance
LADBS publishes ADU types and building guidance, plus a list of approved standard plans; a standard plan still goes through site review.
Neighborhood layers vary
Hillside, coastal or specific-plan layers apply to some parcels and not their neighbors. ZIMAS — not the neighborhood name — tells you which.
Who reviews what, and where to start
Planning review (land use, overlays, design) and building review (drawings, permits, inspections) can be separate offices. The current checklist lives on each office's official page; the links below are the starting point, not the checklist itself.

Before you contact the agency
Have the address, parcel number, past permits and a short scope description ready. The printable list on this page summarizes what to bring. Go to the list
What stays parcel-specific
- Zoning and overlays that touch your address
- Whether the work qualifies for a particular path
- Fees calculated on the submitted project
- How many correction rounds follow
What is specific to this authority
The shared stages (authority, planning check, plan check and inspections) are explained once on the permits index; this page records only what differs. See how review usually proceeds
Clearances
Depending on the parcel and scope, LADBS may require clearances from other City departments before issuing a permit.
Fire-affected parcels
If your property was affected by a recent fire, check the City's current rebuilding guidance for your address before planning; this page does not describe that process.
Checklist to bring
- ZIMAS parcel report
- Permit history from ZIMAS
- Scope list split by trade
- Site photos including access
Questions
- Does Sherman Oaks or Venice have its own permit office?
- No. They are City of Los Angeles neighborhoods; City departments review the work.
- Where should I start a Los Angeles foundation or ADU permit question?
- Confirm the parcel's jurisdiction first: a Los Angeles mailing address alone does not establish City authority. For a City parcel, gather the ZIMAS parcel report, existing permit records and a description of the proposed work, then use LADBS's plan-review guidance to ask which drawings, clearances and inspections apply. Neighborhood names do not create separate permit offices, and a standard plan does not approve a particular site.
