Access for construction, the location of sewer and power, existing trees, slope and the position of the main house usually narrow the choice before design preferences do.
A garage is a starting point, not an answer
Converting an existing garage reuses a shell, but the slab, walls, roof and utilities still have to be evaluated. Sometimes that favors conversion; sometimes a new detached unit is clearer.
