KB / Santa Barbara planning reference

Santa Barbara: city project planning

Plan within the City of Santa Barbara: start with the property record, distinguish design review from building review, and connect an interior or whole-house scope to the existing home.

City jurisdiction must be confirmed by parcel

01 / PLANNING NOTES

The City record comes first.

The City’s Accela portal allows record searches without logging in, while applications and detailed project actions use an account. Older records may require the separate property-record archive. An empty search is not evidence that a structure is unpermitted: confirm the official address, parcel and archive coverage with City staff.

  • Do existing plans match the rooms and structures you see?
  • Which records belong to the proposed scope, rather than another building on the lot?

02 / PLANNING NOTES

Design review is its own conversation.

The Single Family Design Board addresses single-unit residential design and neighborhood compatibility. Ask whether the proposal needs board review or another applicable path before assuming a façade, addition or exterior material can proceed. The board’s design role is not a substitute for building, structural or other required approvals.

  • What changes to height, massing, openings, landscape or visible equipment should be shown?
  • Which version of the guidelines applies to this application?

03 / PLANNING NOTES

Neighborhood character, parcel-specific answers.

Riviera, Upper East and San Roque can anchor a design conversation, but they do not create separate permit agencies. Eucalyptus Hill and Mission Canyon names alone should not be used to infer City boundaries. For a hillside setting, organize access, drainage and structural questions; for an older home, separate documented historic designation from an architectural style description.

  • Does the parcel have a documented designation or overlay?
  • Which retained features need protection during systems upgrades?

A clearer first conversation.
